Professional Background:

 

Real Estate Broker, Site Selection and Zoning Consultant, 1997 –

Locate appropriate sites for clients’ real estate development projects, and negotiate leases, easements and fee simple acquisitions.  Obtain right of way agreements, permits, and land use entitlement approvals from federal, state and local government agencies.  Prepare detailed site candidate reports and feasibility studies.  Manage consultants and vendors.  Almost undefeated in obtaining zoning approvals – more than 100 projects approved with only one denial to date.  Licensed real estate broker in Colorado since 1996, providing commercial brokerage and property management services under the trade name Montview Properties.  Selected clients and projects since 1997 include:

 

·         CLC Associates: Consultant to manage the removal and relocation of three wireless communication site from the roof of a building slated for demolition as part of a major retail redevelopment and urban renewal project. Coordinated the activities of three carriers’ teams through design, permitting and construction of the replacement site.

 

·         Building permit expediter for assorted retail tenant improvement projects (both inline stores and freestanding pad sites) in the Denver metro area, including FedEx Kinko’s, Zales Jewelers and Claire’s stores.

 

·         T-Mobile USA: Site Acquisition & Zoning representative (subcontractor through InfraNext), Denver metropolitan area.

 

·         Cingular Wireless: Site Development Representative (subcontractor through General Dynamics Network Systems), Denver metropolitan area.

 

·         T-Mobile USA: Zoning Manager (contractor) for Chicago market network expansion. Hired and directed the activities of a six-person zoning team responsible for obtaining land use approvals and building permits for more than 300 new cell sites across 180 different jurisdictions, preparing zoning synopses for search areas, preparing and presenting land use applications, collecting jurisdiction information, maintaining database of site zoning details.

 

·         Qwest Wireless, LLC:  Site acquisition and zoning consultant focused on network expansion throughout Western Colorado.

 

·         UniSite, division of American Tower:  Zoning consultant for development of wireless communication sites in  Denver and Colorado Springs, Colorado.

 

·         360networks USA:  Feasibility studies of municipal franchising and permitting requirements in St. Louis, Kansas City and Buffalo metropolitan areas; real estate research to support client's interest in eminent domain proceedings, Des Moines; due diligence audit of franchises, permits and rights-of-way on a 900-mile fiber optic route from Chicago to Denver.

 

·         TESS Communications:  Right of Way Manager.  Negotiated franchises and permits; acquired rights-of-way, easements, and leases for fiber optic cable and other outside plant facilities.

 

·         Metricom:  Secured municipal franchises, right-of-way agreements and utility pole attachment agreements for this mobile wireless internet access provider.

 

·         CH2M HILL Communications Group:  Project manager for development of wireless communications sites in Colorado and Utah for Sprint PCS.  Managed construction of 18 new antenna sites and power upgrades (battery or generator installation) for 65 existing sites.  Directed a team of architects, civil engineers, site acquisition agents, field construction managers and general contractors.  Participated in due diligence and integration team activities surrounding the acquisition of a large telecom-specialized architectural and engineering firm, PAL Telecom Group.

 

·         Qwest Communications:  Negotiated telecommunications franchises, permits and rights of way from various public agencies (including cities of Philadelphia PA, Newark NJ, Richmond VA and Washington DC, Virginia and Pennsylvania DOTs, Pennsylvania Dept. of Environmental Protection, Army Corps of Engineers) to support construction of Qwest’s east coast fiber optic network.

 

·         AirTouch Cellular:  Acquired leases and zoning approvals for wireless communication sites throughout Colorado.  Negotiated Bureau of Land Management and U.S. Forest Service special use permits for communication sites on public lands.

 

Also engaged as consultant by local governments including City of Littleton CO, City of Sunnyvale CA, and Marion County OR to assist in development of telecommunications zoning ordinances.

 

SBA Communications Corporation (Consultant to Sprint PCS), 1995-1997

Zoning specialist.  Obtained zoning approvals for 45 wireless communication sites in six months with zero denials.  Prepared entitlement applications, negotiated with municipal planning and zoning officials, made presentations to neighborhood groups and public agencies.  Coordinated the efforts of architects, civil engineers, land surveyors and other contractors.

Regulatory affairs specialist. Obtained FCC permits and FAA tower clearances for cellular and microwave communication sites in Colorado, Wyoming and Montana.

 

Denver Area Educational Telecommunications Consortium, 1991-1995

Managed this noncommercial instructional television (ITFS) network.  Responsible for programming, marketing and daily operations.  Trained teachers and academic media specialists in use of technology and content.  Hired and supervised contractors for installation of hardware at new sites.  Negotiated roof rights for microwave antennas.

 

Advertising sales management, 1987-1991

Represented various publications for national, regional and retail advertising.  As owner of United Publishers Inc., represented a group of western Colorado newspapers as their agent for retail advertising from Front Range accounts.  Owned and produced the annual Vail Auto Show.

 

Colorado Press Association, 1982-1987

Advertising Director.  Represented 150 daily and weekly newspapers for national and regional advertising accounts, effecting a 225% increase in sales over three years.  Created a statewide classified advertising network which remains in business today.  Directed Colorado's largest press clipping service.  Managed eight employees.

Member, Board of Directors.  Appointed by the Mayor of Denver.  MHCD is a private nonprofit agency with a $30 million annual budget which provides outpatient and residential services to Denver's indigent mentally ill population.  Served as President of Sabin Group Inc., MHCD's low-income housing and real estate development arm.

 

Colorado Utility Consumers' Board,  1996-99

Appointed by the Governor of Colorado to a three year term.  The Utility Consumers’ Board provides policy direction to the Office of Consumer Counsel, which represents residential and small-business consumers in energy and telecommunications rate cases before the Colorado Public Utilities Commission.

 

Denver Cable Television Board, 1989-1995

The Board advises Denver's Mayor and City Council on cable TV regulation and telecom policy.  Appointed by City Council.  Elected Chairman, 1991 and 1995.
